Right fire for right future: how cultural burning can protect Australia from catastrophic blazes

Traditional knowledge has already reduced bushfires and emissions in the top end, so why isn’t it used more widely?

Indigenous fire practitioners have warned that Australia’s bush will regenerate as a “time bomb” prone to catastrophic blazes, and issued a plea to put to use traditional knowledge which is already working across the top end to reduce bushfires and greenhouse gas emissions.

“This is a time bomb ticking now because all that canopy has been wiped out,” says Oliver Costello of the national Indigenous Firesticks Alliance.

“A lot of areas will end up regenerating really strongly, but they’ll return in the wrong way. We’ll end up with the wrong species compositions and balance.

 “That’s why we need to get Indigenous fire practices out into the landscape in the coming months, to start to read the country and look at areas that need restoration burning in the short term.”

As Australia comes to terms with this season’s catastrophic fires, Indigenous practitioners like Costello are advocating a return to “cultural burning”.

What is cultural burning?

Small-scale burns at the right times of year and in the right places can minimise the risk of big wildfires in drier times, and are important for the health and regeneration of particular plants and animals.

Different species relate to fire in different ways, Costello explains. Wombats, for example, dig burrows to escape, while koalas climb into the canopy.

“When you understand the fire relationships they have, their own fire culture, then you are really applying the right fire for that culture so that you’re supporting the identity of that place.

“When you do that, you get more productive landscapes, you get healthier plants and animals, you get regeneration, you discourage invasive elements, which are sometimes native species that might belong in the system next door.

“It’s so important to apply that right fire for right country, so you can maintain the right balance.”

Dr David Bowman is a professor of pyrogeography and fire science at the University of Tasmania. Bowman describes Indigenous fire management as “little fires tending the earth affectionately”.

“The affectional is the opposite of mechanical. It’s with emotion. So it can be reverence, affection, fear, a whole range of emotions, but it’s an emotional relationship you have with land using fire to create mosaics and flammable habitat mosaics, which are really good for biodiversity and a really good way of managing fuel load.”

Where is it used in Australia?

In northern Australia, Indigenous land ownership is widespread. Caring for country and ranger programs in protected areas has delivered a degree of autonomy to traditional owners to walk the country, burning according to seasonal need and cultural knowledge.

Indigenous fire management involves “cool” fires in targeted areas during the early dry season, between March and July. The fires burn slowly and in patches.

In the Kimberley, the Land council holds community fire planning meetings throughout the early dry season to ensure the correct people are burning their country.

“Traditional owners are consulted and native title holders design burn lines and fire walk routes,” the KLC acting CEO Tyronne Garstone says.

“These burn lines are approved by the group and Indigenous rangers perform the on-ground work, backed up by modern technology with rangers taking constant weather readings and recording the conditions of the day.

“They work very well at combining the old people’s fire practices with modern techniques.”

Even so, climate change is affecting their ability to do “right way” fire management, Garstone says.

“These ‘right way’ fire days are getting fewer and fire behaviour is changing along the same lines as over east. Late season conditions are also driving more fires in unusual ways due to the climatic conditions we are currently facing.”

How effective is it?

The Darwin centre for bushfire research at Charles Darwin University maps bushfires weekly. Since traditional burning was reintroduced on a large scale, the centre has collected enough data to show that the area of land destroyed by wildfires has more than halved, from 26.5m hectares in 2000, to just 11.5m hectares in 2019.

“We have annual fires up here,” the centre’s research fellow Andrew Edwards says. “Forty per cent of the top end could burn every year. So we had to do something about that.”

“We were originally much more interested in biodiversity, Aboriginal employment and getting people back on country to manage it properly, but when the carbon economy came along we saw a way to manage fire to abate greenhouse gas emissions.

“It was pretty bad before that happened,” Edwards says. “It was just fires running wild across huge tracts of north Australia that nobody was doing anything about.”

Edwards says the top end cooperative model can be adapted to southern conditions.

“That’s what needs to be looked at. Obviously there’s a lot more infrastructure to set up, but it’s collaboration and education.

“If we want to manage our natural environment properly, we need to be doing prescribed burning. There’s so much cultural knowledge out there still, and it’s being totally ignored. There’s hundreds of Indigenous rangers out there now doing this work.”

Will these practices be widely adopted?

In southern Australia, Oliver Costello says, Aboriginal knowledge systems are far less valued but hold important solutions.

The Coag national bushfire management policy includes a commitment to “promote Indigenous Australians’ use of fire”, but Indigenous fire groups like Firesticks Alliance say they need more resources to build capacity.

“There are a lot of policy settings at a high level that support us, but there’s nothing in between. There’re no resources,” Costello says.

“There’s no investment really outside of northern Australia Indigenous fire management of any significance, and they had to build a whole new economy to support it through carbon.

“There’s always investment going into future firefighting capacity, more trucks, more helicopters, more this, more that. What we need is people getting out into the landscape now, with the knowledge to start to heal it.

Professor Bowman says it is possible to “blend Aboriginal with European and modern scientific approaches to create an opportunity for all land users and land owners”.

He suggests small-scale local “Green fire” groups modelled on the Landcare program.

“I would like to see a crossover between Indigenous and mainstream fire management groups, where there can be exchange and recognition.

“Because in the end there’s two things which are important to [remember]: all humans have come from a fire management background in their cultures, it’s just that some cultures ended up obliterating that knowledge because of industrialisation.

“We should really prioritise employment of Aboriginal people. But when there’s a gap we could be filling that gap with community groups. And there’s a really good opportunity for Aboriginal people to be involved in training.

“We need to encourage and promote the philosophy of Aboriginal fire practice because that’s going to be a really important pathway for sustainable fire management and also for healing because so many communities have been traumatised and shocked by the scale of the burning.”

Costello says the areas that haven’t burned this time around are now even more vulnerable.

“They are critical parts of the landscape [that need] to be able to support the animals and plants that have survived. And so those areas are going to be under increasing pressure and they’re also at risk of a future fire.

“There was an economy before settlement that supported this, a resource economy based on people looking after the land and having all that they needed.

“Now in the modern society it revolves around money. So we need to build economies that support cultural practice and acknowledge traditional custodianship.

“There’s all this canopy that’s been burnt away. We’ve got knowledge and techniques that can help heal that country in the future. It’s going to take some time. We’ve got probably two or three years before we can really be effective in some of that country because it needs to recover. But if we don’t get in there after that, then we miss our chance.”

It is still getting hotter; temperature reaches new record at 40.4 Celsius

The temperature hit 40.4 degrees at the weather station in Gilze-Rijen between Breda and Tilburg on Thursday afternoon, the KNMI weather bureau said, setting a new national record. 

Temperatures of over 40 degrees were also recorded at the Twenthe weather station between  Enschede, Hengelo and Oldenzaal and in Hupsel in the east of Gelderland.

 Thursday’s high temperature tops Wednesday’s new record, set in Eindhoven, and shatters the previous one, dating from 1944, by almost two degrees Celsius. 

Earlier reports that the temperature had neared 42 Celsius in Geelen in Gelderland were proved wrong, when weather forecasters investigated. 

The RIVM public health institute issued a smog alarm for parts of the Netherlands on Thursday, saying the air quality is ‘extremely poor’ in areas of Noord-Brabant, Zuid-Holland, Limburg, Zeeland, Noord-Holland, Flevoland and Utrecht. 

A smog alarm warns that everyone can be affected by air pollution, not just vulnerable groups. People with breathing trouble are recommended to stay indoors, if cool, and to avoid heavy physical exercise. 

The afternoons and early evening are the worst times of day for smog. 

Weekend 

Friday will also be hot and sunny, with temperatures reaching 35 degrees in the south, but the weekend will be cooler, with thunderstorms, the KNMI weather bureau said. 

Next week too it will be hot, with temperatures in the high 20s, with some cloud and a 30% chance of rain.

“… The Weather

Let's talk about the weather. We retreat to exactly what we told you before in this very chair. The water cycle is a cooling cycle, not a heating cycle. You're going to have more severe winters and storms. It's going to get colder. But it gets warmer before it gets colder. That is the cycle, and it has always been the cycle. You can see it in the rings of the trees and the cores of the ice. Don't let your scientists pull the political wool over your eyes for their own purposes. Start seeing these things for what they are. It's a recurring cycle based on four Earth alignment attributes, including the wobble (the precession). You're in this cycle. Prepare.

The beginnings of it will be with you from now at least until the end of the 2012 36-year window, and you can watch it work. The first thing that happens is that the ice melts at the poles, but not completely. It's the way it has happened before. As the redistribution of weight from the poles to the oceans of the earth takes place, the weight is redistributed to the crust, and that creates earthquakes. And the earthquakes that will be the most powerful are the ones that are closest to the poles. We told you that some time ago. So it's not a mystery that suddenly you have some of the most powerful earthquakes that you've ever had. Not only that, but a cooling ocean creates larger storms.

What do the conspiracists do with all this? "See? We're doomed. Here it comes," they say. "Here it comes! The end is here!" Twenty-two years ago, we gave you the information that is happening today. We told you about the weather. We told you to get ready for it, but we still haven't told you why the water cycle is needed. We've hinted at it since it is very controversial, and we'll lose many readers right here and now. Here's the prediction: The scientists are going to laugh and biologists are going to scratch their heads and roll their eyes.

The Refreshing of the Cycle of Life

When you change the temperature of the waters of the planet, it changes the life cycle of the ocean and it eventually renews itself. The life cycle of the planet has a limit to its viability over time. There has to be a refreshing of the very cycle of life, and this is what the water cycle does. Are there any places you've seen too many fish lately? Yes. Millions of salmon in the north. Odd that it was in Alaska, isn't it? Alaska is very close to the poles where the water temperature is being felt first. Oh, again the experts will tell you that this is not the reason. It's about hatcheries and rivers. But nobody predicted this, did they? Science is fast to give you reasons, but slow to give you logic in advance. They always seem to be surprised.

We are saying things we haven't said before. Again, watch for this, an actual change in the life cycle of the planet's oceans because of the water temperature shift. Biologists are going to have to start redesigning the paradigm of how everything works, including reefs, ocean bottoms, and how plankton survive and reproduce. Listen, this is not the first time that the life cycle has been refreshed! But again, this may take generations of humanity to complete. In the process, you may again lose species. This is normal. Gaia is slow, and Humans are impatient. Your textbooks may someday tell of how naive humanity was back in 2011 when they tried to blame weather changes on everything but a natural cycle. Now you know why there is a water cycle.

So what does that tell you about Gaia? Gaia is beginning the cycle of refreshing life on over-fished oceans. It tells you that in the cracks, there is love and caring about the Humans who live on the earth. There's a reason you're here. There's a plan here, and a benevolent Universe and quantum energy with intelligent design. All is there for you, precious, sacred Human Being. …”

Spring really was early: first lapwing egg found in Friesland

The Frisian tradition of spotting the first lapwing eggs of the breeding season resulted in a first find on February 28, breaking the previous record, the hunt organisers said. 

The egg, a single one, was found in a corn field and will be acknowledged by the king’s commissioner to Friesland later on Thursday. 

Since 2015 it has been illegal to remove the eggs from their nests because of fears about the size of the lapwing population. 

The Council of State said that year the lapwing population had almost halved from its 1996 level. 

Hundreds of volunteers are busy from the start of the breeding season to mid June alerting farmers to the locations of meadow bird nests, in an effort to protect them from being damaged by mowing and planting.

Monday will go down in the record books as the warmest day in February ever measured after the temperature hit 18.3 degrees at the De Bilt weather station near Hilversum.

Monday’s temperature is also the highest ever recorded during the meteorological winter, weather bureau Weerplaza said. The previous record – 17.3 degrees – dates from February 28, 1959. 

The warmest place in the country was Gilze-Rijen in the south, near Breda, where the temperature hit 19.1 degrees. 

Such temperatures are extremely rare in the winter months but not so surprising given that the Netherlands is warming up, a Weerplaza spokesman said. 

The temperatures will be similar on Tuesday and Wednesday, Weerplaza said. More cloud and rain have been forecast for Thursday when the temperature will also drop by a good five degrees.

The Hague (AFP) - Dutch scientists said Wednesday they are baffled after 20,000 dead or dying guillemots washed up on North Sea beaches in a phenomenon not seen for decades.

The fish-eating seabirds have been washing up between the northern Wadden Islands and southwestern Zeeland -- all showing symptoms of severe starvation, a marine biologist said.

"What's killing them though is the million-dollar question," Mardik Leopold, a maritime researcher for Wageningen University, told AFP.

"And we still don't know what the answer is. It's an alarming situation," he added.

"The last time we saw high mortality rates like this was in the 1980s and 1990s."

A number of questions are puzzling scientists, he said.

The bird deaths are confined only to Dutch shores -- nothing has been reported in Belgium or Germany.

High winds and stormy winter seas also could affect the birds' feeding patterns on herring and sprat as they become too fatigued to eat, Leopold said.

"But again, why are the deaths only localised to the Netherlands? Surely we're not the only place experiencing winter weather?" said Leopold.

Dutch media have raised the question of whether the deaths may be linked to a recent container spill, littering the Dutch and German coast lines with debris, including plastic toys, polystyrene, shoes and at least one bag with a dangerous powder identified by authorities as "organic peroxide."

But Leopold said an initial autopsy on a small number of birds showed "no plastic" in their stomachs.

Similarly, if the birds were affected by a chemical, other animals would also have shown symptoms, the marine biologist said.

"The birds were not covered in oil either," he added.

Dutch authorities said Wednesday they had been told by the MSC shipping company that at least 341 containers were lost off the MSC Zoe as it was battling a storm last month.

Scientists are now planning a mass autopsy of hundreds of dead birds next week, hoping to shed more light on the mystery.

However, the species is not threatened with extinction. Some two million guillemots live in the North Sea, the NOS public broadcaster said.

"... The second thing the melting ice caps give you is about ecology. I'll give you this prediction in a moment. There is a Human 3D paradigm that says everything gets "used" and then goes away. But nature doesn't work that way, and our prediction is going to go against everything you have been told. I'm going to give you a parable and the prediction in a moment, but before that, I'm going to give you the explanation of the birds and the fish.

In the last few weeks, fish have been washing up dead in certain lakes by the hundreds of thousands, if not millions. Birds have been falling from the sky. I'm going to make a statement way in advance of what science is going to tell you. All of it can be traced to the water cycle - all of it. It's always about the weather, a cycle of weather you've not seen before. Do you remember a few years ago when whales were beaching themselves? Did you notice that this attribute stopped? But while they were beaching themselves every year, many Human Beings were in fear, saying, "It's the end of the world. They're committing suicide."

The whales beached themselves because the magnetics of the earth shifted so greatly that their navigational system [the magnetite in their biology, which is their migration compass] steered them right into the land. The land didn't move; the magnetics did. Therefore, you might say their internal inherited migration map was flawed. The reason it's not happening now is because the calves, the generation beyond the one that beached themselves, figured it out and rewrote the maps. Nature [Gaia] does this. So the next generation didn't repeat it. Instead, it realigned itself to the migratory lay lines and now whales don't beach themselves nearly as often.

The magnetics of the planet continue to shift and the birds are unaware. Like the whales, many of the birds have migrated themselves right into a high place in the atmosphere, which pummeled them to death by freezing rain and hail. Then they fall from the sky. It's the weather cycle. Will they continue to do this? Some will, for awhile, and then they will figure it out and recalibrate. That's what nature does.

You might say, "Well, nature's way is severe." It is not severe. It is a positive learning system that allows generations of birds to be around next time. The few deaths allow for the many to continue their life cycle and their lineage on the earth.

I want you to analyze the fish that have washed up. Let science reveal this as well. I want you to analyze the fish. They have something in common. They're all juveniles. And why is that? What do you know about the water cycle? What do you know about cold water and the life cycle of certain fish and their habits of reproduction? I will tell you the layers of water are changing in temperature and that is going to change the life cycle of the oceans and lakes. The juvenile fish are the most susceptible to death by becoming too cold, especially the ones of the kind that washed up dead. By the tens of thousands, the cold killed them. It is the water cycle. Will it continue? For awhile, until they acclimate, until they recalibrate for the cold - and they will. Nature does that.  ...."

Ship loses potentially dangerous cargo in North Sea: Coastguard

The Hague (AFP) - A cargo ship caught in rough North Sea weather lost at least 270 containers, including four holding potentially dangerous substances, the Dutch and German coastguards said Wednesday.

The Panama-registered MSC Zoe shed the containers containing mostly toys, furniture and auto spare parts while battling a storm off the Frisian Islands, an archipelago off the northwestern Dutch coast also known as the Wadden Islands.

The Dutch coastguard tweeted that three of the containers contained, in powder form, highly flammable, potentially dangerous organic peroxides used in making plastics which can cause irritation if breathed in.

German coastguard sources said they had located one container holding organic peroxide among six containers that reached the country's coastline.

They also warned the public not to touch the containers if found, but to call police or the fire brigade.

The Dutch coastguard, which said the containers went overboard not far from the German island of Borkum, added they did not have information about the content of cargo beyond that of the 20 or so containers which washed up on the islands.

Dutch broadcaster NOS showed local people around one of the containers and pictured toys and other materials strewn across beaches as well as one man carrying off a flat screen television.

A Dutch coastguard spokesman told NOS it was likely the containers holding the peroxides had sunk.

A Dutch coastguard plane was due to undertake a new search on Thursday morning while strong winds were hampering the MSC Zoe's own attempts to carry out an inventory.

The mayor of Terschelling island, where some of the cargo washed ashore, told NOS he expected it would take several days to clear the beach of stray items from the containers.

The 2015-built MSC Zoe, which was headed to the northern German port of Bremerhaven, is one of the world's largest container vessels at 396 metres (1300 feet) long and 59 metres wide.

This summer has been the warmest in 300 years: KNMI

The summer of 2018 will go down in the record books as the warmest ever recorded in the Netherlands, the KNMI weather bureau said on Friday. 

The average temperature at the De Bilt weather station was 19 degrees, a full two degrees above the average, the KNMI said. The meteorological summer runs from the beginning of June to the end of August. 

The warmest day of the year was July 26 when the temperature topped 38 degrees in Arcen, in Limburg, just below the all time high of 38.6 degrees. 

There were also two heat waves, running from July 15 to July 27 and from July 29 to August 7. A heatwave is official when the temperature tops 25 degrees for five days and 30 degrees for two of those. 

The temperature was above 20 degrees for 60 days in a row, ending last weekend. 

This summer was also typified by the ongoing drought. Just 105 millimetres of rain fell over the three month period, less than half the average rainfall. July was the driest month since records began, with just 11 centimetres of rain recorded at the De Bilt weather station, the KNMI said.

Its official, 2018 overtakes 1976 as the driest on record

Despite some rain in Brabant on Wednesday morning, this July 25 is now officially the driest on record. The rain shortage adds up to an average of 261 mm, compared with 257 mm on July 25, 1976, according to weather forecasters at website Weeronline. 

But it depends on what happens next month whether or not 2018 goes down in the record books as the driest since records began in 1901, the weather forecasters say. By the end of August 1976, the shortage of rain water had risen to 363 mm. 

Although there maybe some rain late on Friday and on Saturday, the warm and sunny weather will continue well into August. 

The KNMI weather bureau, which has issued a code orange weather warning for the entire country apart from the Wadden Islands, says there is a good chance the hot, dry weather will continue until at least August 8, although there may be isolated thunderstorms. 

This week, Thursday and Friday are both expected to be extremely warm, with temperatures of up to 35 degrees in built-up areas. At night the temperature will dip to no lower than 20 degrees. 

On Monday, the public health body RIVM said it was implementing a national heat plan which advises people how to cope with the heat. 

To officially count as a heatwave, the temperature must top 25 degrees for five consecutive days at the Bilt weather station near Hilversum, three of which must be over 30 degrees. 

According to the AD, falling water levels have also led to more sightings of rats, as they move out of the waste water systems in search of food.

Let's talk about the weather. We retreat to exactly what we told you before in this very chair. The water cycle is a cooling cycle, not a heating cycle. You're going to have more severe winters and storms. It's going to get colder. But it gets warmer before it gets colder. That is the cycle, and it has always been the cycle. You can see it in the rings of the trees and the cores of the ice. Don't let your scientists pull the political wool over your eyes for their own purposes. Start seeing these things for what they are. It's a recurring cycle based on four Earth alignment attributes, including the wobble (the precession). You're in this cycle. Prepare.

The beginnings of it will be with you from now at least until the end of the 2012 36-year window, and you can watch it work. The first thing that happens is that the ice melts at the poles, but not completely. It's the way it has happened before. As the redistribution of weight from the poles to the oceans of the earth takes place, the weight is redistributed to the crust, and that creates earthquakes. And the earthquakes that will be the most powerful are the ones that are closest to the poles. We told you that some time ago. So it's not a mystery that suddenly you have some of the most powerful earthquakes that you've ever had. Not only that, but a cooling ocean creates larger storms.

What do the conspiracists do with all this? "See? We're doomed. Here it comes," they say. "Here it comes! The end is here!" Twenty-two years ago, we gave you the information that is happening today. We told you about the weather. We told you to get ready for it, but we still haven't told you why the water cycle is needed. We've hinted at it since it is very controversial, and we'll lose many readers right here and now. Here's the prediction: The scientists are going to laugh and biologists are going to scratch their heads and roll their eyes.

The Refreshing of the Cycle of Life

When you change the temperature of the waters of the planet, it changes the life cycle of the ocean and it eventually renews itself. The life cycle of the planet has a limit to its viability over time. There has to be a refreshing of the very cycle of life, and this is what the water cycle does. Are there any places you've seen too many fish lately? Yes. Millions of salmon in the north. Odd that it was in Alaska, isn't it? Alaska is very close to the poles where the water temperature is being felt first. Oh, again the experts will tell you that this is not the reason. It's about hatcheries and rivers. But nobody predicted this, did they? Science is fast to give you reasons, but slow to give you logic in advance. They always seem to be surprised.

We are saying things we haven't said before. Again, watch for this, an actual change in the life cycle of the planet's oceans because of the water temperature shift. Biologists are going to have to start redesigning the paradigm of how everything works, including reefs, ocean bottoms, and how plankton survive and reproduce. Listen, this is not the first time that the life cycle has been refreshed! But again, this may take generations of humanity to complete. In the process, you may again lose species. This is normal. Gaia is slow, and Humans are impatient. Your textbooks may someday tell of how naive humanity was back in 2011 when they tried to blame weather changes on everything but a natural cycle. Now you know why there is a water cycle.

So what does that tell you about Gaia? Gaia is beginning the cycle of refreshing life on over-fished oceans. It tells you that in the cracks, there is love and caring about the Humans who live on the earth. There's a reason you're here. There's a plan here, and a benevolent Universe and quantum energy with intelligent design. All is there for you, precious, sacred Human Being. …”

Wednesday is the coldest day of winter and coldest Feb 28 on record

With the temperature set to remain below zero all day, and to hit -2 degrees at the Bilt weather station near Hilversum, today is the coldest of the winter, weather bureaus said on Wednesday. 

The temperature is expected to remain around -4 degrees in the north east and -1 degree in the south, and will be the coldest February 28 on record. 

The KNMI weather bureau issued a code yellow weather warning for the entire country apart from the far south after light overnight snow. That snow has caused difficult conditions on some roads, the ANWB motoring organisation said. 

In particular, traffic was difficult on the Amsterdam ring road, despite the half term holidays. 

There will be an other heavy frost on Wednesday night, when it will be as low as -8 degrees in central parts and -11 degrees on the German border.
