Greetings, dear ones, I am Kryon of Magnetic Service. The threshold that my partner just passed [Lee went into channel] is one you may feel. It's the same voice, but the energy, for those who can feel it, is vastly different. This threshold opens a door. It is a door in what you have called "the field", where there is no time, no space and not an actual "place". It just is. It's here with every single one of you, and that is where I am as well.

Some say, "The field is the other side of the veil." Some say, "The field is a magic place where your soul can go and relax for a little while before it comes back." Some say, "It's God." All of these descriptions are correct, because in this hero's journey that my partner has described today, each of you has that place in the field. So through this door that has been opened with intent, and through something that is happening in this room, a togetherness, a confluence of energy begins. It is something that can be measured - a coherence of thought and heart is starting to meld together where it's safe. It's safe for a few minutes here. This won't last long, this message. But it's a safe place to be.

Some of you have constructed a box around your belief that says, "Bring on the scientists. Get on with this!" [Lee is in a science conference] I know who you are, dear one, as you sit impatiently through this spiritual portion. Then I tell you again that there is just as much love for you as any other Human on this planet. There are as many angelic, if you want to call them that, beautiful soul energies around you as anyone. It doesn't matter how you receive this message, or even if you wanted it. Spirit respects the fact that you have the free choice to examine these things the way you want to. Some of you will say, "Well, I really don't want to go into the full esoteric at the moment." Dear one, you don't have to. But let me ask you this: What if the things I say next start to ring true? What if they are filled with logic? What would it hurt to open your box of belief for just a moment and listen and weigh and examine? Get ready, because you're going to need it, for what I am about to tell you I also told about 300 people earlier in the week [an earlier group meeting].

A few days ago, there was a handshake and that handshake was with the President of the United States and the leader of North Korea. This handshake was something that was far from expected a few months ago. In fact, it's beyond all odds - all odds - that this would ever take place! I want to tell you about this, because you are going to start to understand the mechanics of prediction. The reason? I told you years ago about the potential of the handshake.

"I am a channeller," my partner says. "I channel Kryon," my partner says. But what my partner has really learned to do is to put himself away and dip into the field with purity. This allows him to see differently and contact that who is Kryon, a friend in the field, and then to report to you what's perceived there. Predictions are not magic. Predictions are not future fortune-telling. You can't do that, dear ones; no one can do that. The reason? Because Human nature has free choice. Free choice creates trillions of free decisions daily. There is no "known" future. But there are a vast number of strong potentials based on what free choice is doing at the moment.

I want to take you back to March 2012 in Dallas, Texas. The channellings that I refer to now are documented, printed, available, and ready for you to read and find. [on this very web page] My partner documents them all and places them on his website. Some of you already know that I spoke about two strong potentials in that channeling, which would now seem to be predictions (since they happened). But they weren't. These things were potentials based upon that which was already happening in the field.

The first item: I told you that you would have a new pope soon. Thirteen months later, the planet received one. We told you that new pope would be a wild card in that he would come with unexpected energies. The old pope didn't even die, if you noticed. In fact, he's still with you! Instead, something happened that was beyond expectation, and you heard it from a chair just like the one I'm in now. That's not predicting, dear ones, because that was in the field. It was already something in progress with a potential. Did you hear that? In progress with a potential.

The second thing I told you about was this: There's a 50% chance that the new leader of North Korea, the son, would not follow in the footsteps of his father. I told you there was a 50% chance of this. Then I started itemizing the reasoning why this might make sense, especially to the Korean leader. I then told you it might take a long time if it manifested at all. I told you the problems would be within the old advisors for his father's family. He had to tread slowly and lightly to do something against all odds. This will all come out someday because of the handshake.

Here was the potential or the prediction of what might happen: Those who had the machine guns in the DM zone would drop them, because this North Korean leader would unify the two Koreas. There would be no nuclear weapons in his land and there would be the beginning of abundance for his people. His people and the world would then give him something he had always wanted and was imbued with from birth - the desire for accolades and more accolades. Like his father before him, he was the premier egotist, and this would be the unexpected way to create a world at his feet. That's what I said. Then I said, "Watch for it, but don't be anxious." I talked about that in 2013, and five more times since then. In August 2017, I itemized my advice for him, point by point. The advice that I gave followed the potentials that were there and those were the very points in the handshake this week in June of 2018.

Now, you tell me what happened. "Kryon, you're going to be famous because you predicted these things!" Dear ones, all I did was look into a field that is being shown to you today [by the scientists at the conference]. And all I did was to show you the potentials that were already there. In other words, he was thinking about these things and talking to others behind the scenes about them. No matter what his advisors told him right up to the brink of sending his missiles, he was always thinking that there might be another way that would gain him ultimate fame. Dear ones, this has been in progress since his father died! Therefore, it was in the field, but not a given, dear ones - a potential.

Next, I want to show you the bias of humanity at this time, something I have spoken of many times. This potential of the handshake is amazing, and it has started to be manifested. What should the reaction be to something that deflects the potential of war, or saves thousands lives? Instead of joy or amazement or celebration, Humans go for the reverse: It can't happen. It's a trick. It's a bad deal.

I want you to start reading the reactions of the press. I want you to read the reactions even from the South Koreans. They said, "Well, we know North Koreans, and that's never going to happen. We know who they are, and we know their nature. Because in the past, they never performed what they said they would. So it's a joke." That is a quote from a South Korean. "It's a joke."

What happened to this comment? "Isn't this a beautiful potential? Look at this amazing thing - against all odds!" Now, your free press, the reporting segment of our culture, has decided not only to report it, but to let you know it's probably not going to happen! They say: "Nay. Maybe yes, maybe no. We'll see. We expect the worse." And this continues and continues, and all it shows you is the monstrous bias of the dark side that wants to pull anything good back to what the past gave to you.

In Joseph Campbell's Hero's Journey, the hero always believes that they will move toward the goal. They are not steeped in the past, nor are they invested in dark things. Humanity has crossed the threshold into the unknown when it passed 2012, but carries with it the burden of an old, dark Human nature. What would the heroic old soul say about what is taking place? "Let them all spin the dark all they want to, but we got to see something against all odds and it was in the field - in the field! Send them light so they may very well do what the handshake was all about."

Dear ones, it is not naive to expect good things in the future, if you are actively sending light there and shaping a reality that you can actually visualize.

Let me tell you what else is in the field. Two things: These are going to be things that exist now in the field and they are upcoming potentials. The reason I give you these potentials is so if they happen, just like the handshake, you might believe a little more in this process.

There will come a time when Big Pharma will fall over because of a growing higher consciousness of the public. [Applause in the audience] There is a consciousness growing here that begins to have a new respect for each other, so that abuse of women will no longer be tolerated. Things that never happened before will begin happening, like bishops and cardinals resigning. [All 34 bishops in the Catholic Church resigned May 2018 after the new wild card pope called them on their reaction to child abuse for years by their colleagues.] All the things my partner brought today [in the seminar] are actually happening now. Why should some of these drug companies fail? Because there will be a strong reaction from your general public when they realize there are companies that have policies that would keep a Human sick or let him die for money. [Applause in the audience] It would be unconscionable, and the potential grows stronger daily that it's going to happen. The trigger? It's coming. When it does, that industry will be in trouble. Not all pharma is this way, dear ones - understand this - but the ones who are will fall.

I want you to watch Iran. It's not like the isolation of North Korea. It's hooked to a major belief system and to Middle Eastern history. It's hooked to a major person with control, and it is tied into the grand problem of the Middle East and especially Israel. Things will start to change. Watch this. It's in the field. It's being discussed and there are "wild cards" coming.

Let me close with this: I'm going to give you the same concept that I gave those few on their way to the beautiful garden a few days ago [channelling on the way to Butchart Gardens in Vancouver Island]. There are things in your field for you that will save your life unless you look back and say, "Impossible!" Some of you have an old habit where you look at your life and say, "Well, for others, but not for me." Sometimes you pull on your old logic and further say, "Well, it's never happened before, so why should it happen now?" Dear ones, that exactly reflects the earlier teaching of the day. Don't let the past predict your future. If you do, then you are actually creating your own demise.

What is in the field for you? What is it you can see and imagine? Have you heard this question from the scientists this week - not a channeller, but the scientists? Did you hear that the visualization of your health from your consciousness goes inside and is seen by your own cellular structure? Does this science sound like Kryon? Did you hear that the field is there to push it forward? Do you believe in homeopathy? Do you see how it works? For example, you have a tincture that is too small to be recognized by any part of the body as a chemical change, yet the body sees the signal from the tincture and corrects the issue! Dear one, homeopathy is not something unknown on the planet. It's everywhere! So understand this: The principles of homeopathy are NOT homeopathic principles. They are Universal principles of the field.

So, how about consciousness homeopathy? What's the difference between putting a tincture together to create a signal for healing and life extension or putting strong consciousness together that does the same? This is here and already has been proven. It's just means changing the mechanics a little. With the new energy that I have told you is here, and the amount of love that is pouring to you that is greater than ever before because of what you're doing, old soul, this is doable for you. More than doable. It awaits manifestation.

What did you come here for? Perhaps there are issues - I know who's here. Perhaps there are issues that you have been working on a long time? Did you know that in the field, for you, they are already corrected and solved? Did you know that some of the situations you're in, which seem untenable, are solved? The "Woe is me, what am I going to do?" is being heard, dear ones, and is correctable. It's such an elegant solution if you want it. It assigns consciousness the role of a homeopathic remedy, like property. Premise: If you expect it, see it, and claim it, it's real. If you cognize it, it belongs to you. It's there. It has your name on it. But nothing is going to happen unless you rise above the fray of an old consciousness that says, "It can't be." Yes, it can!

With this particular group of old souls, dear ones, I tell you you're here for one reason: You're here to hear the science of consciousness. Every single process and every single chart and every single word you're going to hear supports what I just said to you. Don't even begin to separate the spiritual from the scientific. Your studies into the science of the way things work, are the studies of God, who designed it and made it work. Use your consciousness to go to places you haven't been before, whether you like channeling or not. Understand that there is room for the love of God and science as well. So we say for this weekend, until you hear from me tomorrow evening, "Let the science begin!" [Let the conference continue]

North Korean defector criticises China in rare Beijing talk

Beijing (AFP) - A North Korean defector made a rare public appearance in China on Saturday, criticising Beijing's repatriation of asylum seekers despite alleged warnings from South Korea not to speak out.

Hyeonseo Lee, who escaped from North Korea to China in 1997, called on Beijing to let refugees from her original homeland -- who it routinely sends back -- pass "safely without being caught by the Chinese authorities".

Human rights groups have for decades condemned Beijing for deporting North Korean asylum seekers, who they say face torture and imprisonment when repatriated.

China is North Korea's sole major ally and chief trading partner. It has recently supported UN sanctions on Pyongyang after its fourth nuclear test, but restricts criticism of its neighbour in the media and in public venues. It generally says those deported are illegal economic migrants.

Lee said she was detained and interrogated by police after arriving in China in the 1990s. Though later released, she said she subsequently had to hide from authorities during her near 11-year stay in the country, fearing repatriation.

Speaking at a book festival to promote her recently published title "The Girl With Seven Names" -- which describes living in constant fear of Chinese authorities -- Lee told an audience that China "has no obligation to listen (to) the North Korean regime".

"China is a heaven compared to North Korea", she said, but also described harassment by Chinese police.

"I want to tell the very basic things about what is happening to North Koreans here," she said, speaking in English to an audience of several dozen mostly non-Chinese listeners.

"China is the place we have to cross, but here many people are caught, less than 50 percent will succeed".

Lee said intelligence officials from South Korea, where she now lives, tried to dissuade her from visiting China, warning of possible damage to diplomatic relations.

"They are telling me I had to be careful in China, saying only talk about North Korea, don't ever touch China, especially don't touch the Chinese government," she said.

China's attitude towards North Korea has hardened as Pyongyang continues with an internationally-condemned nuclear program, but it defends the isolated communist state against criticism of its human rights record and routinely censors media which take too critical a stance.

North Korea released a video Saturday showing a nuclear strike on Washington and threatened South Korea with a "merciless military strike" for slandering leader Kim Jong-Un.

AFP could find no record of a North Korean defector previously giving a public speech in mainland China or publishing a book there.

"No defector made a public speech in China, but I have to make a stand & tell Chinese people the truth," Lee said on Twitter.

She was encouraged by the reception of an earlier subtitled video in which she described her stay in China, viewed more than 110,000 times on Chinese video sites.

Speaking to AFP, she said: "I will not change the Chinese government," adding: "people in the mainland, to let them know what their government is doing, that's really crucial".

"There are many evils living in China, human traffickers, but at the same time there are many good people," she said.

"I'm grateful to those good people, but not the Chinese government".

"... The Darkness Can't See Beyond Itself

I want to give you proof yet again of something unusual and very telling of the way low vibration works. Within the first channel of the year [2016], I spoke about the young North Korean leader. I'm going to do it again. I'm going to do it again as a profound example of how low consciousness cannot see above itself. That means that it can only work with what it sees and knows. As powerful, as smart, as intellectual as it thinks it is, it can't get out of its own circle.

The former leader of North Korea was a classic egotist. When he died, his son took over and could do anything he wanted. This boy had watched his father for decades and knew he would take over someday. Naturally, he inherited the attributes his father taught him of self-importance, and he also became egotistically driven to the max. When he took power, he had the choice to make changes that would allow him to be even greater than his father. He wanted something that would elevate his name and his position to the highest egotistic place imaginable. His father was the model, and now he could do anything he wanted to be even more famous. What happened is classic. He completely missed the greatest opportunity that any man has had to become the most famous and beloved person on the earth. The idea never occurred to him. Even though he had been educated in the western world, he missed it.

If he had considered the high road and included the earth instead of a restricted population of his own country, he could have been the most famous and beloved leader on Earth, all of his life. At the moment he took over, all he had to do was to think beyond his circle. He was in the unique position to be a "wild card" and do something amazing - unify North an South Korea, drop the zone of death that was between those countries, bring families together after generations, stop nuclear programs that he really never needed other than to look important and, thereby, give his people abundance, food for all and peace in his region. All of Korea would worship him and the earth would give a sigh of relief in thanks for his wisdom and courage.

He would have received standing ovations upon entering the United Nations great room and they would bow before him and give him the highest peace prizes. He would have his ego stroked and stroked and stroked and stroked and be far greater than his father had ever been. But it never occurred to him. Instead, he perpetuated the dark box he inherited, and now he presides over the lowest energy possible, representing the most dangerous renegade energy on the planet. At the expense of keeping his people poor and impoverished and creating instability in his region, he gets to be a powerful and famous person for a moment in time from a small population. He will not last long. He can't see that what he is doing has no support within the majority of the planet's population, and he will lose everything. Isn't it interesting how strong the circle is that keeps a low vibration low. All of this is beginning to change, dear ones. If you examine individual people and the way they act, you're going to see this coming. You're going to recognize it.  ..."

"... The Change in the Way Things Work

Now I'm going to be very cautious with number five, and I'm going to change a paradigm of the way we channel. For 23 years, we have given you information in the soup of potentials that we read around you as the highest probable potential that exists. These things eventually become your reality because they are your free choice, and we know what you're thinking. We know what the potentials are because we know what the biases are, and we see all of humanity as a whole. Potentials are energy, and it gives us the ability to project your future based on how you are working these potentials. We have done this for a long time. Twenty-three years ago, we told you about many things that were potentially going to happen, and now they are your reality.

But now I'm going to depart from that scenario and I'm going to give you a potential on Earth that is not the strongest. I am going to tell you about a Human Being who has a choice. This potential is only about 50 percent. But I'm going to "read a potential" to you that you didn't expect. It's about a paradigm that is starting to shift.

Let's talk about North Korea. There's a young, new leader there. The potential is that he will never, ever hear this channel, so I can talk freely about him. He is facing a dilemma, for he is young and he knows about the differences in the energy in his land. He feels it. The lineage of his departed father lies upon him and all that is around him expects him to be a clone of this lineage. He is expected to continue the things that he has been taught and make North Korea great.

But he's starting to rethink them. Indeed, he wants to be a great leader, and to be heard and seen, and to make his mark on North Korea's history. His father showed him that this was very important. So he ponders a question: What makes a world leader great?

Let's ask that question to someone in an older earth paradigm from not that long ago. He will be an expert and a successful one. So this is a valid exercise, asking someone from the past who knows. We will ask that question to a man who you know and whose name is Napoleon. For us, this was yesterday and some of you were there. 

If you asked Napoleon, "What makes a world leader great?", he will say, "the size of the army, how much area can be efficiently conquered with a given amount of resources and men, how important the leader appears will then be based upon how many citizens call him emperor or king, the taxes he can impose, and how many fear him." Not only was that Napoleon's reality, but he was right for the energy he was part of at the time. So Napoleon went back and forth between world leader, general and prisoner. He accomplished almost everything he set out to do. His expertise was obvious, and you remember his name to this day. He was famous.

What makes a world leader great? What I am showing you is the difference in thinking between then and now. There are some choices that this evolving young Human Being has that could change everything on the planet if he wanted. His father would tell this boy that what makes a world leader great is the potential of his missile power, or how close he can get to having a nuclear weapon, or how he stands up against the power of the West, or how he continues to aggravate and stir drama as a small country - getting noticed and being feared. His father would tell him that this is his lineage and that is what he's been told all his life. His father did it well and surrounded himself with advisors who he then passed on to his son.

Now, there's a 50 percent chance of something happening here, but this is not a strong potential, dear ones. I'm bringing this forward so you can watch it work one way or the other. For if the son continues in his father's footsteps, he is doomed to failure. The energy on the earth will see it as old and he will be seen as a fool. If, however, he figures it out, he could be the most famous man on the planet... which is really what his father wanted.

If Kryon were to advise this man, here's what I would tell him. He could be the greatest known leader the current world has ever known, for what he does now will be something the world will see as a demarcation point from the old ways. Not only that, but what he does now will be in the history books forever, and because of his youth, he has the potential to outlive every other leader on the planet! So he's going to have longer fame than anyone ever has.

I would tell him this: Tell the border guards to go home. Greet the south and begin to unify North and South Korea in a way that no past prophet ever said could happen. Allow the two countries to be separate, but have them as two parts of a larger Korean family with free trade and travel. Start alliances with the West and show them that you mean it. Drop the missile programs because you will never need them!

This will bring abundance to the North Korean people that they never expected! They will have great economic sustenance, schools, hospitals and more respect than ever for their amazing leader. The result would be fame and glory for the son, which the father had never achieved, something that the world would talk about for hundreds of years. It would cause a United Nations to stand and applaud as the son walked into the Grand Assembly. I would ask him, "Wouldn't you like that?"

Doesn't this seem obvious to most of you? He could achieve instant fame and be seen as the one who made the difference and started something amazing. But watch him. He has a choice, but it's not simple. He still has his father's advisors, but one of which he's already dismissed. He may get it, or he may not. There is a 50 percent chance. But I'll tell you that if he doesn't do it, the one after him will. Because it is so obvious. 

We show you this to tell you that this is the evolvement of the Human species. It is the slow realization that putting things together is the answer to all things, instead of separating them or conquering them. Those who start promoting compromise and begin to create these energies that never were here before will be the ones you're going to remember. Dear ones, it's going to happen in leadership and politics and in business. It's a new paradigm...."

Summit of the Americas opens with historic handshake

US President Barack Obama and Cuban leader Raul Castro shook hands on Friday at a summit in Panama, a public gesture of mutual respect as the pair seek torestore diplomatic ties.

"At the Summit of the Americas this evening, President Obama and President Castro greeted each other and shook hands," said Bernadette Meehan, spokesperson for the National Security Council.

A White House official said, however, the pair did not have a "substantive conversation."

Castro's attendance marks the first time that Cuba has taken part in the Summit of the Americas in its 21-year history.

It also marked the first time that a US and Cuban leader had attended an official gathering together since relations between the two nations broke down in 1961.

Heads of state and government from the region, including Obama and Castro, will address the two-day event.

Feel-good factor

Before the talks opened, Castro could be seen laughing and chatting with Panamanian President Juan Carlos Varela and his wife on his arrival.

Obama also appeared to be in good spirits when he entered shortly after the Cuban leader, smiling and waving before turning to talk to Varela.

A formal state dinner is scheduled to follow the opening ceremony.

A historic direct meeting between the two is planned on Saturday, the second and final day of the summit.

Diplomatic roadmap

In December, Obama and Castro agreed to open the door to diplomacy and begin the process of improving relations.

However, Cuba had insisted that it be removed from the US list of state sponsors of terrorism before things could move forward, something which the US State Department said this week was "under review."

Earlier Friday, Obama met with Cuban dissidents as part of a civil society forum.

"As the United States begins a new chapter in our relationship with Cuba, we hope it will create an environment that improves the lives of the Cuban people," he said.

"Not because it's imposed by us, the United States, but through the talent and ingenuity and aspirations, and the conversation among Cubans from all walks of life," he added.

The summit, held every three years, has a central theme this year of "Prosperity with Equity: The Challenge of Cooperation in the Americas."

South America is starting to consider the same thing. My partner was just there and I allowed him to see the energy of the potential future in that land.

I would like to paint history for you regarding South America. There was a time when every single country had a dictator. Less than 15 years ago, they had failing economies and currencies that were worthless. Trouble and strife and killings were the norm. Marauding drug lords openly killed in the streets and corruption was everywhere. Even the politicians created fear and many disappeared overnight, never to be seen again. Today it isn't that way. Today, there is an ongoing stability as one country after another brings a new, positive, stable energy to their cultures. So, without a concentrated effort by any kind of multi-national leadership or direction, how could this have changed in only 15 years?

Within the entire continent, there's only one dictator left. What's happening? If you think that's amazing, there is a move afoot that you're not going to hear about yet. But they're discussing it right now, so let me tell you what they're thinking. "What would happen if we took these countries and eliminated the borders?" Sound familiar? They're talking about it. In back rooms where nobody is reporting it, they're saying, "What about a plan of eventually having one currency from the top of Columbia to the bottom of Chile? And we would be strong and we would be unified." And dear ones, I'm here to tell you, that it's going to work, and it might not take 50 years. Soon the one dictator will be gone, and the unification can begin.

Obama meets Cuban dissidents ahead of Castro meeting

Panama City (AFP) - US President Barack Obama met two Cuban dissidents Friday, ahead of a historic meeting with the communist regime's leader, Raul Castro.

Obama held a closed-door meeting with prominent critics of Castro's regime, as well as a dozen other dissidents from the Americas, in a move sure to provoke ire in Havana.

Obama -- flanked by the leaders of Costa Rica and Uruguay -- met lawyer Laritza Diversent and political activist Manuel Cuesta Moura.

The gathering took place on the sidelines of a civil society meeting linked to the Summit of the Americas in Panama.

Before the closed-door meeting, Obama told rights activists from across the region that "(we) stand by you every step of the way."

"When we speak out on behalf of somebody who has been imprisoned for no other reason than because they spoke truth to power, when we are helping an organization that is trying to empower a minority inside a country get more access to resources, we're not doing that because it serves our own interests," Obama said.

"We're doing it because we think it's the right thing to do."

The OPCW: trying to rid the world of chemical weapons

THE HAGUE — The Organisation for the Prohibition of Chemical Weapons (OPCW), based in The Hague, is at the forefront of international efforts to destroy existing chemical weapons and to prevent the manufacture of new ones.

The organisation, which could play a key role if Syria hands over its suspected chemical weapons to international supervision under a Russian plan, supervises the application of The Chemical Weapons Convention (CWC) which is aimed at ridding the world of such arms.

Syria, one of only five countries not to have signed the global treaty, said on Tuesday it had accepted the Russian proposal, as France kept up the pressure with a UN resolution threatening force if the regime failed to comply.

Syrian President Bashar al-Assad's regime is accused of using the arms in an August 21 attack that killed hundreds of people on the outskirts of Damascus.

Chemical weapons were first used in combat in World War I, and also in 1988 against civilians in Halabja, Iraq.

Signing of the Convention began in 1993 in Paris and it took effect on April 29, 1997.

The Convention was the result of almost 20 years of negotiations within the Conference on Disarmament in Geneva, and initially aimed to eliminate all chemical weapons by 2007.

A precursor was the 1925 Geneva Protocol, which banned the use of chemical weapons following widespread use in World War I, but not their development under a "no first use" notion.

The OPCW currently has 189 so-called States Parties, including nearly all industrialised nations and more than 98 percent of the world population.

Israel and Myanmar have signed the Convention but not ratified it, while Angola, Egypt, North Korea, South Sudan and Syria have done neither.

The CWC has four main provisions, the destruction of all chemical weapons under strict verification, monitoring of the chemical industry to prevent development, helping protect nations against chemical threats and boosting global cooperation to strengthen implementation.

"It is the first multilateral treaty to ban an entire category of weapons of mass destruction and to provide for the international verification of the destruction of these weapons," according to the OPCW.

It contains no specific punitive measures for countries that use chemical weapons however.

The document says only that the OPCW can "in cases of particular gravity, bring the issue, including relevant information and conclusions, to the attention of the United Nations General Assembly and the United Nations Security Council."

Between 1997 and 2013 the OPCW carried out 5,167 inspections on the territory of 86 signatory countries, including 2,720 inspections of chemical weapons sites, according to the organisation's website.

Some 81 percent of world stocks of declared chemical agents have been destroyed under supervision, it says.
