… The Shift in Human Nature

You're starting to see integrity change. Awareness recalibrates integrity, and the Human Being who would sit there and take advantage of another Human Being in an old energy would never do it in a new energy. The reason? It will become intuitive, so this is a shift in Human Nature as well, for in the past you have assumed that people take advantage of people first and integrity comes later. That's just ordinary Human nature.

In the past, Human nature expressed within governments worked like this: If you were stronger than the other one, you simply conquered them. If you were strong, it was an invitation to conquer. If you were weak, it was an invitation to be conquered. No one even thought about it. It was the way of things. The bigger you could have your armies, the better they would do when you sent them out to conquer. That's not how you think today. Did you notice?

Any country that thinks this way today will not survive, for humanity has discovered that the world goes far better by putting things together instead of tearing them apart. The new energy puts the weak and strong together in ways that make sense and that have integrity. Take a look at what happened to some of the businesses in this great land (USA). Up to 30 years ago, when you started realizing some of them didn't have integrity, you eliminated them. What happened to the tobacco companies when you realized they were knowingly addicting your children? Today, they still sell their products to less-aware countries, but that will also change.

What did you do a few years ago when you realized that your bankers were actually selling you homes that they knew you couldn't pay for later? They were walking away, smiling greedily, not thinking about the heartbreak that was to follow when a life's dream would be lost. Dear American, you are in a recession. However, this is like when you prune a tree and cut back the branches. When the tree grows back, you've got control and the branches will grow bigger and stronger than they were before, without the greed factor. Then, if you don't like the way it grows back, you'll prune it again! I tell you this because awareness is now in control of big money. It's right before your eyes, what you're doing. But fear often rules. …

Plan to nurture African economies unites fractious G20

Baden-Baden (Germany) (AFP) - Ministers from the world's top economies heralded plans to boost development in Africa on Saturday, at an otherwise fractious G20 gathering in Germany.

Berlin, which holds the presidency of the powerful nations' club this year, has made a hoped-for "Compact with Africa" a top priority for 2017.

Africa's future represents "a major geopolitical risk" but also a "chance", German Finance Minister Wolfgang Schaeuble told reporters Friday as the meeting got under way in the genteel western spa town of Baden Baden.

In their final communique, G20 ministers committed to "fostering private investment including in infrastructure," aiming at "sustainable and inclusive growth" for the continent.

It was "revolutionary" to see Africa so high on the agenda of the G20 for the first time, said Senegal's Finance Minister Amadou Ba on the sidelines of the conference.

Along with counterparts from Ivory Coast, Morocco, Rwanda and Tunisia, Ba was invited to join the world's biggest financial powers at the table in Baden Baden.

South Africa is the only nation from the continent to hold G20 membership.

"This G20 initiative is well timed with its philosophy of suggesting rather than enforcing, as well as the idea of working together," Moroccan Finance Minister Mohamed Boussaid said, emphasising that it was not an "aid programme".

'Win-win partnership'

While the conference has seen bitter wrangling over trade and climate commitments, consensus was easier to achieve on the Africa plan.

The G20 hopes to encourage private investment to build up jobs and infrastructure in African partner countries by offering political support.

Members are, however, offering no financial commitment of their own.

"Africa needs infrastructure, some efforts are already underway and should be sped up. We'll need to step on the accelerator and finally allow our countries to participate meaningfully in worldwide free trade," Senegal's Ba said.

European nations might find fewer African migrants and refugees coming to their shores if populations were able to flourish at home thanks to improved infrastructure, healthcare, and education, he argued.

But the African nations were "not here to lend a hand" to European politicians faced with rising popular disquiet over migration, Ba said.

Instead, they hope for "a win-win partnership" with wealthier countries.

To offer the continent a "hopeful and flourishing future, Africa needs the rest of the world by its side," European Union economic affairs commissioner Pierre Moscovici told AFP.

'Insufficient'

Before the German plan can be declared a success, G20 countries will themselves have to make financial commitments, said Friederike Roeder of NGO One -- failing that, the plans announced Saturday would remain "insufficient, short-sighted and one-dimensional".

For now, she said, ministers have done little but "reiterate existing plans" concentrating on private-sector investment, even though "these remain countries in need of international aid".

G20 representatives are slated to flesh out the Africa plans at a Berlin conference on June 12 and 13, before a heads of state and government summit in Hamburg in July.

In Baden Baden, there was "a real desire and engagement for this initiative to have concrete results," Morocco's Boussaid said.

Argentina, which will take the baton of the presidency from Germany in 2018, plans to keep the Africa scheme running under its stewardship -- in itself an encouraging sign, Senegal's Ba said.

Let me tell you where else it's happening that you are unaware - that which is the beginning of the unity of the African states. Soon the continent will have what they never had before, and when that continent is healed and there is no AIDS and no major disease, they're going to want what you have. They're going to want houses and schools and an economy that works without corruption. They will be done with small-minded leaders who kill their populations for power in what has been called for generations "The History of Africa." Soon it will be the end of history in Africa, and a new continent will emerge.

Be aware that the strength may not come from the expected areas, for new leadership is brewing. There is so much land there and the population is so ready there, it will be one of the strongest economies on the planet within two generations plus 20 years. And it's going to happen because of a unifying idea put together by a few. These are the potentials of the planet, and the end of history as you know it.

In approximately 70 years, there will be a black man who leads this African continent into affluence and peace. He won't be a president, but rather a planner and a revolutionary economic thinker. He, and a strong woman with him, will implement the plan continent-wide. They will unite. This is the potential and this is the plan. Africa will arise out the ashes of centuries of disease and despair and create a viable economic force with workers who can create good products for the day. You think China is economically strong? China must do what it does, hobbled by the secrecy and bias of the old ways of its own history. As large as it is, it will have to eventually compete with Africa, a land of free thinkers and fast change. China will have a major competitor, one that doesn't have any cultural barriers to the advancement of the free Human spirit.. ...."

Commentary: OECD tax agreement - a little more justice

For tax evaders, the risk of being uncovered has escalated. An agreement governing the international exchange of data will bring a little more justice, says DW's business editor Henrik Böhme.

It was one of the first books I was given 25 years ago after the fall of the wall. Its title: "1000 ganz legale Steuertricks" or in English, 1,000 completely legal tax tricks. It was important to know where you stood in the battle against the merciless tax office. At the time, creating a tax return was something of a pleasure, knowing that in the end, thanks to all possible personal reliefs, you'd be refunded a decent sum of money.

The book still exists, but times have changed. The taxation of well-earned money has already reached a painful level and ways of reducing the tax burden have become much smaller. The state - that expensive old being - needs every euro it can get. That goes without mentioning the fact that since the financial crisis rocked the world, countries that had to support their banks with billions have accumulated gigantic mountains of debt.

This has led to tax hunters around the world taking the opportunity to look more intensely than ever before where their compatriots, who have more money in their account than the average Joe, are stashing away their money - or better said, where its hidden from the tax authorities. Of course, for rich Germans, there were possibilities just around the corner in Luxembourg or Switzerland, where tax-saving investment was part of the government-tolerated business model. But it became a risky business: After CDs holding entire lists of names of tax evaders emerged, there were some spectacular arrests, including that of Deutsche Post boss, Klaus Zumwinkel. The number of voluntary self-denunciations soared because for many tax evaders it was becoming just too hot to handle.

Because the business with the CDs had a somewhat nasty aftertaste - after all, the data was obtained by criminal means and then offered for sale to the tax authorities, which is nothing more than receiving stolen goods - it seemed like the better idea to implement what the international community had already decided upon at the 2009 G20 summit in London: drain tax havens and declare war on tax evasion.

Now a huge step has been made in the shape of a newly signed agreement. "Banking secrecy has become obsolete," says the German Finance Minister Wolfgang Schäuble with pride. Tax evaders are now skating on even thinner ice.

But the question remains: are the tax offices in the position to cope with the flood of data due to arrive from 2017 on? Will all countries really pull together? Will all those participating be working on a level playing field? And what will be done to tackle new loopholes, which are bound to appear? One thing that remains important is to implement the agreement quickly and without undue delay.

This momentum must now be used to also curb creative tax policies of internationally operating companies. It may all be legal, but it simply cannot be that profits are pushed back until the tax burden is zero. What applies to private assets must also apply to corporate assets: taxes must be paid where the net product comes from. It's a chance now, at least, for a little more justice.

Amnesty for foreign bank accounts nets €450m for the treasury

Six thousand people with illicit savings accounts in foreign banks have registered a total of €3bn in assets with the Dutch tax authorities since September.

This has generated €450m for the treasury, junior finance minister Eric Wiebes is quoted as saying by Nos television. On average, people had €500,000 in their foreign savings accounts, of which €75,000 went to the treasury.

The finance ministry is currently running an amnesty for people with illicit cash abroad. From July they will be fined 30% of their foreign cash for tax evasion and from July 2015, 60%.

The amnesty has been so successful because countries such as Luxemburg and Switzerland are revising their bank secrecy laws. Liechtenstein is also planning to make changes, Nos television said.

Tax the rich? IMF sparks a mini revolution

Washington — Tax the rich and better target the multinationals: The IMF has set off shockwaves this week in Washington by suggesting countries fight budget deficits by raising taxes.

Tucked inside a report on public debt, the new tack was mostly eclipsed by worries about the US budget crisis, but did not escape the notice of experts and nongovernmental organizations (NGOs).

"We had to read it twice to be sure we had really understood it," said Nicolas Mombrial, the head of Oxfam in Washington. "It's rare that IMF proposals are so surprising."

Guardian of financial orthodoxy, the International Monetary Fund, which is holding its annual meetings with the World Bank this week in the US capital, typically calls for nations in difficulty to slash public spending to reduce their deficits.

But in its Fiscal Monitor report, subtitled "Taxing Times", the Fund advanced the idea of taxing the highest-income people and their assets to reinforce the legitimacy of spending cuts and fight against growing income inequalities.

"Scope seems to exist in many advanced economies to raise more revenue from the top of the income distribution," the IMF wrote, noting "steep cuts" in top rates since the early 1980s.

According to IMF estimates, taxing the rich even at the same rates during the 1980s would reap fiscal revenues equal to 0.25 percent of economic output in the developed countries.

"The gain could in some cases, such as that of the United States, be more significant," around 1.5 percent of gross domestic product, said the IMF report, which also singled out deficient taxation of multinational companies.

In the US alone, legal loopholes deprive the Treasury of roughly $60 billion in receipts, the global lender said.

The 188-nation IMF said that it did not want to enter into a debate on whether the rich should pay more taxes.

But, it said: "The chance to review international tax architecture seems to come about once a century; the fundamental issues should not be ducked."

The IMF managing director, Christine Lagarde, kept up the sales pitch for a more just fiscal policy.

"It's clearly something finance ministers are interested in, it's something that is necessary for the right balance of public finances," said Lagarde, a former French finance minister, in a panel discussion Wednesday.

"There are lot of wasted opportunities," she added.

After the French Socialist government's proposal of a 75 percent tax on the wealthy was overturned by the country's highest court last year, France's finance minister cautiously welcomed the Fund's new direction.

"If the core idea is that fiscal policy is a policy that aims to reduce inequalities, I wouldn't know how to protest against that," Finance Minister Pierre Moscovici said at a news conference in Washington.

The minister said it was a "positive development" but he downplayed that it marked a "significant change" for the IMF.

The Organisation for Economic Co-Operation and Development, which is leading the global battle against tax havens and tax evasion by multinationals, welcomed the IMF at its side.

"We're happy to see this. There is a place for everyone. The Fund can bring a real contribution on economic analyses," Pascal Saint-Amans, head of the OECD's center for tax policy, told AFP.

In the corridors, however, a quiet skirmish is underway between the two organizations for the leadership of the tax-haven offensive ordered by the Group of 20 major economies.

The IMF's Copernican revolution is still in the twilight stage. In its report, the IMF continued to push for a wider scope for value-added tax (VAT), a tax consumption tax that some say is inherently unfair, and on reductions in public spending.

"These proposals are heading in the right direction, but a lot remains to be done," said Oxfam's Mombrial, calling notably for the IMF to do more against illegal capital flows which, according to the NGO, cost billions of dollars in fiscal revenues in the developing countries.

Now, I know, and perhaps many know, that the current system is corrupt and that there will have to be a degree of change in the current system before people will be willing to embrace the new system.

I don’t wish this question to sound alarmist to people, but is what is happening now one of the final, if not the final, straw that will help expose the banking cabal and allow the new system to be implemented? Is this new system ready? Or is it already being implemented? Or is it still only limited to preparatory work?

AAM: No, it is already underway. It is already being implemented. And yes, we do not wish to sound alarmist either, and so we also wish people to know that their resources, what they think of as their money, for those who have saved and put their faith in banking systems, they will be protected to a certain extent. So do not think that you have need to run out and remove all your monies, or that it will be completely gone. But yes, this is the beginning of a transition.

The expression of the lack of faith in particularly the European banking system causes enormous disruption, more significant perhaps than anywhere else. And so yes, it does have a domino effect, but it is not one simply shutting down [the old system] and a new system emerging. It is coming into balance with the new emerging as the old simply fades away.

Is it a last ditch effort on the part of those who have clung to the old paradigm of the 3rd, what you call the cabal? Yes, it is. But it matters not, because it is not going to work for them. Seldom are things such as this situation so black and white. There is always room for free choice and free movement and adjustment.

But in this situation it is simply evolution and expansion. And the expansion of the new, of the new paradigm, of what you think of as Fifth-Dimensional financial systems does not allow for systems that are based on greed and theft and control — and unfairness, basic unfairness, usury.

So, it is rather clearly defined. You have an expression that you use on Earth, “Out with the old.” And this is one of those situations where it is, in fact, the truth.

GW: Okay. So, along the lines of the leadership, or at least some of the leadership of what’s taking place in the financial sector globally, it has been reported that the apartment of the IMF managing director Christine Lagarde was raided last week.

Was this an attempt to expose her as part of the banking cabal, or was it an attempt to stop her from fulfilling the reforms that she is allegedly trying to bring to the international banking system?

AAM: It was an attempt to gather information and perhaps even destroy documentation that she is trying to bring forth for the reform of the financial situation. It was an unsuccessful raid.

GW: Okay. So what I’m hearing in your answer, then, is that Christine Lagarde is working for, I guess, the forces of light to bring the greater change to the IMF. Am I correct?

AAM: Yes. This one has had a real turn-around. No, we do not ever categorize individuals or groups or people as light or dark. But this one has truly committed herself to reformation.

Dutch polish tax image, to 'update' treaties with 23 poor countries

The Netherlands is to update its tax treaties with 23 poor countries to include provisions to stop the system being abused, foreign trade minister Lilian Ploumen and junior tax minister Frans Weekers announced on Friday.

The move follows several reports showing that developing countries are missing out of millions of euros in tax income because of tax avoidance treaties with the Netherlands.

For example, a report in June by multinational research institute Sono said ‘28 [poor] countries together lose €771m on dividend and interest tax income alone every year,’ because of Dutch tax treaties.

The Netherlands has tax treaties with 90 countries. 'By making use of loopholes in tax treaties... companies can avoid paying tax,' the ministerial briefing said. 'This means poor countries miss out on tax revenue, funds they clearly need to pay for instrastructure and education.'

Weekers said the Netherlands alone cannot stop this happening and the issue needs to be tackled at a global level, following consultations with the OECD, G20 and EU.

In particular, the Netherlands plans to renegotiate a treaty with Zambia, which dates from 1977 and is 'outdated', the briefing said.

The most significant measure planned by the cabinet is to ensure letter box companies are more substantive and transparent, the Financieele Dagblad said.

They will need to have their own assets, a bank account, an accountant and the majority of the management board should live in the Netherlands. The company must also carry out actual economic activity.

The cabinet hopes these measures will head off criticism about shell companies locating in the Netherlands purely to take advantage of tax treaties.
