… The Shift in Human Nature

You're starting to see integrity change. Awareness recalibrates integrity, and the Human Being who would sit there and take advantage of another Human Being in an old energy would never do it in a new energy. The reason? It will become intuitive, so this is a shift in Human Nature as well, for in the past you have assumed that people take advantage of people first and integrity comes later. That's just ordinary Human nature.

In the past, Human nature expressed within governments worked like this: If you were stronger than the other one, you simply conquered them. If you were strong, it was an invitation to conquer. If you were weak, it was an invitation to be conquered. No one even thought about it. It was the way of things. The bigger you could have your armies, the better they would do when you sent them out to conquer. That's not how you think today. Did you notice?

Any country that thinks this way today will not survive, for humanity has discovered that the world goes far better by putting things together instead of tearing them apart. The new energy puts the weak and strong together in ways that make sense and that have integrity. Take a look at what happened to some of the businesses in this great land (USA). Up to 30 years ago, when you started realizing some of them didn't have integrity, you eliminated them. What happened to the tobacco companies when you realized they were knowingly addicting your children? Today, they still sell their products to less-aware countries, but that will also change.

What did you do a few years ago when you realized that your bankers were actually selling you homes that they knew you couldn't pay for later? They were walking away, smiling greedily, not thinking about the heartbreak that was to follow when a life's dream would be lost. Dear American, you are in a recession. However, this is like when you prune a tree and cut back the branches. When the tree grows back, you've got control and the branches will grow bigger and stronger than they were before, without the greed factor. Then, if you don't like the way it grows back, you'll prune it again! I tell you this because awareness is now in control of big money. It's right before your eyes, what you're doing. But fear often rules. …

'Nuclear tribunal' proposed at international summit

The Dutch prime minister has high hopes for the institution of a ‘nuclear tribunal’ in The Hague after the first day of the nuclear conference in Washington.

The Netherlands has played a peculiar role in the history of nuclear security, a topic that has brought 48 heads of state and government together in Washington this week.

In the 1970s, the Pakistani nuclear scientist Abdul Qadeer Khan learnt what he needed to know about nuclear technology working for a Dutch company. He went on to help his native Pakistan develop its nuclear weapons. The know-how Khan supplied finally ended up in North-Korean and Iranian hands, countries that have or want to develop nuclear weapons of their own.

Still, the Dutch prime minister, Jan Peter Balkenende, seemed satisfied after the first day of the nuclear conference in the US capital, where he proposed creating a special tribunal in the Hague, "the judicial capital of the world", to prosecute "nations that supply terrorists with nuclear secrets or material".

In an interview with NRC Handelsblad after the meeting, Balkenende said presidents Dmitry Medvedev of Russia, Nicolas Sarkozy of France and German chancellor Angela Merkel had also hinted at such a tribunal. "The best thing was that Obama recalled the idea at the end of the discussion," the prime minister said.

Had such a tribunal existed at the time, would the Netherlands have been liable to prosecution because Khan smuggled nuclear technology out of the country?

"That is too speculative for my taste. I do not want to discuss the Khan affair. It lies in the past."

A past that is pretty important in the context of this conference.

"But still a different story. You can’t say that the Dutch government knowingly gave material to a terrorist organisation in the Khan case. My proposal only pertains to states that knowingly provide nuclear material to terrorist organisations."

You said the American president Barack Obama mentioned your proposal at the end of the conference. What happened exactly?

"At the beginning of the meeting, Obama said that we should specify concrete goals. That is why I directed attention to the legal discussion and proposed the idea of a separate tribunal. At the end of the conference, Obama referred to my words, in general terms.

"That doesn’t mean we have already come to a conclusion regarding the court. That wouldn’t be possible. This was only an initial exchange of thoughts on the matter. But I did get the feeling the idea hit home with him. Besides, I wasn’t the only one to suggest it. I have also referred to remarks made by Sarkozy, Medvedev and Merkel. I elaborated on their suggestions. The good thing about this first day is that we discussed the matter further."

Did you come up with the idea for a tribunal on the spot? Or was it prepared in advance?

"At Dutch ministries, our embassy here, and among those involved in the conference’s preparations, people held certain views regarding the legal side of things. But proposing such an idea at a conference like this is pointless if you don’t feel it will be received well. At meetings like this, you need to pick your moments, develop a feel for things."

You said you are no stranger to international summits. Are you good at it?

"It is no secret I enjoy this. I have since my first day in office. At my first summit [with the European Council 2002] – one on agricultural subsidies – [then German chancellor Gerhard] Schröder and [then French president Jacques] Chirac had cut a deal in advance. Schröder looked me in the eye and said: ‘this is something we all should get behind’.

"I told him no. I was the only one to do so. The meeting was adjourned. But in the end, I got my way. A journalist later wrote that I was the first prime minister who did not get any support at first but succeeded in dictating the decision in the end."

The US nuclear terrorism expert Michael Levi said Obama should withdraw tactical nuclear weapons from European countries, including the Netherlands, to reduce the risk of nuclear terrorism. How do you feel about this matter?

"There is a strategic aspect to consider. I am not a member of the school that supports unilateral disarmament and never have been. Deterrence is key. Still, there is a real risk, so I do agree you should look for ways to limit it."

So you agree with Levi then, that there are security risks?

"Of course. Every nuclear weapon comes with risks. But the main thing is to handle these risks wisely. I found the cruise missile debate of the 1980s remarkable in that light: [those who opposed the missiles on Dutch soil said] we were supposed to disarm even though the other side had weapons pointed right at us. That is why I am so happy with the START-treaty signed by Obama and Medvedev: it allows for the mutual and simultaneous reduction of arsenals."

Nuclear energy is going through a worldwide revival, in the US as well. This could potentially entail similar risks. How would you deal with that?

"It is a fact that nuclear energy is re-gaining ground. More nuclear plants means more nuclear materials, which means this problem has become a matter of even greater urgency."
